National Grid
Ms. Cartwright is Vice President of Government Relations for National Grid NY,
overseeing and advising on statewide communications and implementation of strategic energy policy
initiatives with government officials. Previously, Ms. Cartwright served as the Senior Manager of
Consumer and Government Relations at the New York Independent System Operator (NYISO).
Ms. Cartwright also served as the Assistant Secretary for Renewable Energy and energy advisor to
New York Governor David A. Paterson, where she chaired the Governor's Renewable Energy Task Force,
served as Deputy Director to the State Energy Planning Board, Co-Chaired the Great Lakes Wind Collaborative
Steering Committee, and developed statewide policy pertaining to the deployment of renewable energy technologies.
Ms. Cartwright is a member of the Board of Directors of the Clean Energy States Alliance (CESA), a member of
the U.S. Department of Energy State Energy Program (SEP) and Energy Efficiency Conservation Block Grant (EECBG)
Peer-Review Panels, and a member of U.S. Congressman Gibson's Energy Advisory Panel.
State of Play: National Energy Policy
Abstract: The vacillating support for several important energy policy initiatives by the
federal government has direct bearing on individual states?ability to effectively implement
their own energy priorities, and leaves industry with unclear or little guidance on how to respond
to changing policy priorities. These include state energy programs, carbon mitigation strategies, energy efficiency
and renewable energy initiatives, and transmission infrastructure projects, to name a few.
This presentation will review critical initiatives impacted by such inconsistencies and discuss how industry,
government, and academia in many instances have collaborated to advance critical initiatives in the absence of consistent national policy.
